In South Gulf Cove, the Empty Lots Are Paying for the Roads

November 5, 2026

Light stucco waterfront home with a covered lanai, deep lawn, a sculptural palm and a weathered concrete seawall above green-blue canal water.

A listing price in South Gulf Cove tells you very little about what the property costs to hold. A second set of charges sits on the tax bill. These are flat, per-unit assessments that pay for the streets, the bridges, the canals and the lock, and they stay with the parcel when it sells. Charlotte County says these non-ad valorem rates are not based on assessed property value. A $40,000 dry lot and a finished waterfront home can owe the same amount per unit for road maintenance.

That flat structure shapes the neighborhood's finances more than most buyers realize. South Gulf Cove is still mostly vacant land, so most of the money for its infrastructure comes from people who have not built here. The biggest project on the books, a repaving program worth about $27 million, is set to be financed with borrowed money that those same parcels will pay back.

The Charges Below the Property Tax

South Gulf Cove has two main assessment districts. The Street & Drainage MSBU pays for platted streets, drainage and bridges. The Waterway MSBU pays for the canals and the lock. Here are the county's adopted rates for the fiscal year that began October 1, 2026, as listed in the FY2026–27 Street & Drainage budget and the FY2026–27 Waterway budget.

Assessment, FY2027 Rate per ERU Who pays
Street & Drainage maintenance $119 Vacant and occupied alike
Sidewalks $13 District-wide
Paving, Phases 2-3 (B) and 4-5 (C) $300 About 9,701 ERUs in those phases
Waterway, waterfront and Village of Holiday Lakes $50 Canal-front parcels
Waterway, dry lots $25 Parcels without canal frontage

The maintenance rate rose from $105 per ERU in FY2025 to $119 in FY2026 and stays at $119 for FY2027. The sidewalk charge falls from $41 to $13. For a parcel billed at one ERU, maintenance plus waterway comes to $169 on the water or $144 on a dry lot in FY2027. Paving, sidewalk and utility charges come on top of that, depending on where the parcel sits. The county uses ERUs as its billing unit and does not treat one ERU as one lot, so check a specific parcel's count on its tax bill.

Two-Thirds of the Road Money Comes From Lots With No House

The Street & Drainage budget counts its billing units by status. For FY2026 and FY2027 it estimates 9,542.6 vacant ERUs and 4,963.95 occupied ERUs. Both pay the same $119, so vacant land supplies about 66 percent of the district's maintenance revenue. That works out to roughly $1.14 million a year from undeveloped parcels and about $591,000 from parcels with homes.

The money buys services that built homes use day to day. The FY2026 budget includes $75,000 for lawn maintenance, about $115,500 for right-of-way maintenance, about $104,500 for specialty mowing and $75,000 for pipe lining. If you buy a finished home here, most of the cost of the streets in front of it is spread across the empty lots around it. If you hold a lot, you pay a full share of a road system you may not drive on for years.

Dry Lots Help Pay for the Lock, Too

The Waterway MSBU follows the same pattern. Its budget counts about 5,319 waterfront and Village of Holiday Lakes ERUs at $50 and about 9,870 dry-lot ERUs at $25. Dry lots pay half the rate, but there are so many of them that they produce about $247,000 a year, close to the roughly $266,000 from canal-front parcels.

The county lists the unit's purposes as periodic dredging, repair or replacement of canals and locks, lock operation, and cattail removal in Interceptor Lagoon. For FY2026 the budget set aside $1,442,125 for dredging, $349,746 for dredge engineering and $826,418 for parallel-lock engineering. It also schedules 4,368 lock-tender hours a year. The county's parallel lock project page names the Waterway MSBU as the funding source. It shows a budget of $12,891,801, including $11.5 million for construction, and an October 2026 update reporting that 90 percent plans were received and under review.

If you are comparing a dry lot here with one in another canal community, include this line. A South Gulf Cove dry lot pays toward lock operations and a future second lock whether or not its owner ever keeps a boat.

The Bridges Are Finished. The Paving Bill Has Not Arrived Yet.

The Street & Drainage district's 2026 projects fall into three stages.

  1. Bridges, finished. The South Gulf Cove FY24 Bridge Rehabilitations covered St. Paul Boulevard over the Zephyr Waterway, and San Domingo Boulevard and Ingraham Boulevard over the Santa Cruz Waterway. The work included joint, pile jacket and guardrail repairs plus milling and repaving. Construction began in April 2026 and finished August 7, 2026, at $1,195,628.70, with design costing $128,960. All of it was paid for by the South Gulf Cove MSBU. The broader bridge-rehab line in the FY2026 budget even included $70,053 for bat removal.
  2. Paving, budgeted. The adopted budget sets $13,515,000 for Phase 2-3 (B) paving in FY2026 and $14,056,000 for Phase 4-5 (C) in FY2027. Through June 30, 2026, the county's quarterly report showed $6,216 spent on Phase B. The county's June 2026 proposed FY2027 budget moved Phase C's $14.7 million to its 2028 capital schedule.
  3. Debt, rising. The $300 paving assessment on about 9,701 ERUs raises roughly $2.9 million a year, far short of two paving phases that each cost more than $13 million. The budget closes the gap with debt proceeds of $17.1 million in FY2026 and $15.0 million in FY2027. Budgeted debt service grows from about $1.44 million in FY2026 to about $2.76 million in FY2027, and interest alone climbs from $475,117 to $1,224,040.

The district is taking on debt before the new pavement is down, and whoever owns these parcels in the years ahead will pay it back through the $300 line. Because vacant parcels make up most of the district, most of that repayment will come from vacant lots.

The bridges also show who weighs in on how the money is spent. The district has a volunteer advisory board that meets at the Mac V. Horton West County Annex at 6868 San Casa Drive in Englewood. At its July 30, 2026 meeting, several residents asked for wider crossings and walkways. One said bicyclists and pedestrians compete for space on the Ingraham Boulevard bridge, and another asked to widen the multiuse path at St. Paul Linear Park. Board member Fred Wozniak recalled that in 2018 or 2019 the board was shown a design for four-foot bridge extensions with a high estimated cost and, after community discussion, voted no. At the board's January 29, 2026 meeting, Wozniak raised drainage and driver-safety concerns on San Domingo Boulevard between Calumet Boulevard and the Butterford Waterway bridge and asked that they be addressed before paving. The July minutes also mention palm removals for the state's Gasparilla Road signalization and for turn lanes at Keystone and San Domingo boulevards.

What a Lot Buyer Inherits at Closing

The county lists separate water and sewer expansion MSBUs for South Gulf Cove Phases 2 through 5 in its FY2027 budget. Their fund totals for that year range from $39,088 for Phase 5 sewer to $506,205 for Phase 2 water. The county's sewer service page explains how assessments like these work. They are divided into annual payments on the tax bill, they stay with the property when it is sold, and they do not have to be paid at the time of sale. The same page says that where connection is mandatory, the owner receives a letter once the line is installed and certified for use. From the date that letter arrives, the owner has 180 days to pay connection fees and connect. If the fees go unpaid, a lien is placed on the property, and monthly base charges begin after the 180 days. According to the county's MSBU payment site, capital assessments that still carry a balance can be paid off at any time.

So two parcels at the same price can come with different obligations. Which paving phase a lot sits in, how many ERUs it carries and whether a utility balance is still outstanding all depend on the parcel. All three appear on the tax bill and the county's MSBU records, not in the listing. This is general information, not legal, tax or financial advice. Please confirm your own parcel's assessments and obligations with Charlotte County and your own tax or legal advisor.
